The only reasonable answer is that they are anticipating demand ahead of time. And as you said, pharma companies are not stupid. They would be taking an enormous risk of suffering huge financial losses if the demand did not turn out to be there. The only way they would risk creating this much supply is if they had insider knowledge that the demand was guaranteed.
