The place where the action for hygine is declining is when they decide to give a population Hepatitis vaccination because it doesn't protect people, but rather its like a "cure" against hygine and this is why public schools are the ground they test this crap on.. they forced the school teachers and medical personall to have to vaccinate themselves for hepatitis just to keep their jobs (not to mention school children)...
