He said specifically that there are PLF's, Programmed Life Forms that are man made that are meant to scare people into thinking ET's are not friendly. You obviously did not pay much attention to his talk especially at the end when he revealed this info. It would make perfect sense that negative alien experiences came from these PLF's.

Many negative alien/UFO encounters have been well documented as far back as the 1940's and I just don't believe they were man-made PLFs.
