It's not a compliment either, but what he is saying is that the change Obama has brought/wrought has presented us with a sensory awareness of consequences (boiling water) to which we naturally react. In that sense he has forced us to think about whether we like or dislike those consequences, whether we want them or don't want them. And he has motivated us to get involved politically based on our reactions.
