BBC knew for a fact that dalek-sympathisers would actually exterminate production staff if daleks were depicted as being unrealistically defeated by any other species, so they scripted "doomsday" appropriately.

He accelerated the mutations on some test subjects to find out how bad it was, and then made the dalek exoskeleton to house and keep them alive. Unfortunately, he also genetically modified them into psychopathy and gave their supplemental computers an "exterminate" objective. Because he thought that would make them perfect.

The dalek resembles a green, squirming blob of flesh cannot survive without its carapace for more than a few minutes (they need the machines to eat, breath, expel waste, and think coherently).
