One of the things that Godel proved is that, in the arithmetic fragment of some consistent, axiomatized system, there is some sentence that is neither provable nor refutable; that's all it means for a system to be `incomplete.' I recommend, if you're interested in these issues, to take a look at Torkel Franzen's ``Godel's Theorem: An Incomplete Guide to Its Uses and Abuses.''
