When you "submit" an "application" for a License, you are submitting and standing under their jurisdiction and contracting with them. - You, by your actions, agree to stand under their statutory Acts and Codes etc., including to have alcoholic checks etc. Also a "registration" of a car (or whatever) is a transfer of the claim to that car (a.k.a. true legal title) in return for an equitable title. You establish an implied Trust and submit to their rules under that.

Also, don't surrender true legal title to something by "registering" it. - Keep full claim and title to it at law (at common law), then it remains your true property.
