The deficit from the previous administration's shenanigans carryover into the next. Bush had a projected surplus but ended up with a deficit in the stratosphere, after starting 2 wars of aggression and passing tax cuts for the rich. Those expenditures carried over and were extended into years that he would NOT be in office.
