He actively tried to block the publication of expenses using the Freedom of Information act, so to say he shouldn't be condemned is to say that MPs are justified in hiding their expense claims. Furthermore, he was disliked due to beliefs that he was bias, and the speaker is meant to give up all alliances when they assume that role. Yes it's human weakness, but I fail to see how that justifies the expenses scandal.
