If the watchers know there is some peril then they will give at least some pause, perhaps look for porn with young looking people as opposed to actual children. It is illegal in certain situations to be witness to a crime and not do anything about it. It's called being an accomplice. These are not unreasonable laws to follow imo but if you think so you're entitled to that opinion I suppose.
