Actually google Bronstein Container (the place I get all my barrels) and you will see a huge, growing company which deals only in barrels and barrel handling equipment. They have new and recycled barrels (plastic and steel) up to 1000 gallon tanks.

I know of a guy who made a similar savonius like yours, but of oil barrels. He mounted it on the roof and one stormy autuum night the whole contraption ripped off a piece of the roof and came down into the attic! So be aware :)
