There is always some chance, but for example the UK, there is a large quake every 10,000 or so years (or so my lecturer tells me) so they have to make Nuclear Power Stations quake proof, even though the chances are it will never be used. God help us if it does, cause none of the buildings have quake protection. However, we seldom get a quake you can even detect without equipment.
