It is a District of Columbia, which is a title used for United Kingdom Commonwealths and the states are ruled from Washington D.C. as a plantation. You should maybe bone up on some real history instead of just bowing to history that has been popularized byt the ruling elite.

Nov 9, 2009 - I read that Niven and the producers/writers of the show prepared the line in advance. Streaking was a worldwide phenomenon back then, and they were aware that something like that might happen during the show. Also, the streaker became a murder victim some years later. I am not familiar with the circumstances.
