Because he states several times: "I don't send innocent people to jail." As a cop, he has no business deciding who is innocent and who is guilty. The Judicial system decides who is innocent and who is guilty. Cops who think they hold the entire law in their hands are dangerous. His attitude is all too common. Cops enforce the law, investigate, and collect data. Period.

They don't know if they both keep quiet they both go home. The temptation is to save yourself, but if you do, the other goes to prison. What should they do? If they could talk to each other they could agree to keep quiet, but they are not allowed to speak to each other. What would you do?
